Property insurance is one of the main ways homeowners pay for roof damage from hail, wind and other perils. How a roof claim is paid depends heavily on the policy's valuation method and on the roof's age and condition.
Replacement cost versus actual cash value
- Replacement cost value (RCV): the current cost to replace the damaged roof with a new one of like kind and quality.
- Actual cash value (ACV): replacement cost minus depreciation. Depreciation reflects how much of the item's useful life has been used.
For example, if a roof expected to last 20 years is 10 years old, an ACV settlement may pay roughly half the replacement cost, before the deductible. Policies can apply different valuation methods to different parts of a property.
Roof payment schedules
In some US markets, especially those with frequent hail, insurers have introduced roof payment schedules or roof-only ACV endorsements. These reduce the payout for roof damage according to a table based on roof age and material, even when the rest of the house is insured at replacement cost. Owners of older roofs may therefore receive much less than the cost of a new roof.
Age-based underwriting
Insurers may decline to write new policies, require inspections, or charge more for older roofs, because aged roofing is more vulnerable to wind and hail and more likely to leak. Florida's property insurance reforms, including SB 2-A signed on December 16, 2022, addressed several aspects of residential property claims; owners should consult current state rules on how roof age can be used.
Cosmetic damage
Some policies, particularly in hail-prone states, exclude or limit cosmetic damage, such as dents to metal roofing that do not affect function. Inspectors and adjusters distinguish functional damage (which shortens service life or allows leaks) from cosmetic damage.
Why it matters
Hail claims are a large share of US property losses; one large insurer reported paying more than $5.6 billion in hail claims in 2025. As a result, roof age, material and impact rating increasingly affect insurance availability and price.
What owners can do
- Read the policy's roof valuation terms, deductibles (including separate wind or hail deductibles) and cosmetic damage exclusions.
- Keep records of roof installation date, materials and permits.
- Document roof condition with photographs.
- Ask about discounts for impact-rated or FORTIFIED roofs where available.
